This webinar will feature a refresher on the basics of the FFPSA along with a deeper dive into the eligible populations (“candidates for care”) and how the law impacts older youth and expecting and parenting youth in foster care. Updates will be provided on key implementation issues arising in other states around the country, as well as the impacts of follow up federal legislation, including the Family First Transition Act and the emergency and stimulus bills passed by Congress this year.
DCYF will review Washington State’s revised IV-E plan, the feedback the state has received from the federal government and the implications for implementation.
Finally, implementation of the law will be placed in the context of COVID-19, the current economic recession and the resulting budget shortfalls states are facing, and we will explore the opportunities and challenges of implementation in this new landscape.
